Female workers are paid 21% less than men, says a report due out today.
But a rising number of women have better qualifications than men, particularly those aged under 45. There are also "significant differences" in pay between white Britons and ethnic minorities, says the National Equality Panel.
Its 400-page report says earnings inequality is more than it was 30 years ago, and reveals "deep" gaps in older households, where 10% aged 55 to 64 have assets worth £1.3million or more, but millions are worth less than £28,000.
Lib Dem families spokesman David Laws said: "This report confirms the damage done to Britain's society in the 1980s by the Conservatives has yet to be repaired."
But equality minister Harriet Harman said: "We have made progress over the last 13 years."
